New 4 Story Apartment Building on VA Campus

I have been reading for several years about the VA campus issuing a lease to allow for a developer to build on VA property. A very complicated arrangement, but 'Gorman and Company' did a great job. They have several of these types of projects and this one looks to be very successful.
